This command will boost by the supplied percentage value the amount of
experience and/or gold gained by players. The two are handled slightly
differently though. Gold boost is done when the creature is allocated so
if the rate is 50 then all creatures will drop 1.5x their usual amounts.
This is invisible to the players. The exp gain is done when the creature
is killed and the experience is being allocated to the player. In this
case the amount of bonus experience is announced to the player and either
a set message or a bespoke message is added.
