This command allows you to set/clear the owner of a room or range of rooms. Initial owners of rooms have to be builders and players can NEVER enter these rooms, not even by teleporting. A room can be owned by a player (who must pay seriously large amounts for the priviledge). When a room is allocated its in dev flag is set and an owner specified. It will stay like this in a builder only state until a DM comes along to remove builder ownership and take it out of dev. At this point normal players can enter the location and builders are now barred from it.
